I seem to remember that the winter Festival is in January, but I could be wrong. It may be bitterly cold at times, but the old town is beautiful in Winter. If you can swing it, stay in the Fairmont Chateau Frontenca.

It's everything the above told you....brrrrrr....but I seem to remember their "Winter Carnaval" is in February. They've got this huge snow tube run right on the river and it's awesome time to go there. You'll have fun!
