Is a passport recomended when crossing the border?

my little sister is 16 years old and has her papers but not a passport.
we always go to t.j. and come back but is it a new law now?

when did this law start? because my aunt said that if its under the age 18 its ok to just carry the papers....

Passports will NOT be required for land travel between the U.S. and Mexico until June 1, 2009. Even then, children under 16 will be exempted from that requirement. See site below to read the law for yourself. However, since your sister is 16, she will need a passport as of june 1.

As of January 1st 2009, you need a passport to cross the border between Canada and the States, even when driving. (so 17 days ago)

It's a law in effect come July this year. It's always a good idea to have your passport when you travel.
