It all depends on where you will be staying while in Vancouver. In the City of Vancouver transportation is very good and coming in from the suburbs there is the Light Rail Transit system which is also very good. If you are driving be aware that Vancouver itself has little or no freeway system due to the fact that it is highly populated and has water basically on three sides. Vancouver is a very diverse place with multi nationalities residing there so be prepared if you are from a basically caucasian area.

Not anywhere as necessary as it is in Los Angeles, where it seems you also plan to be for 3-4 months. Doing a tour of the west coast? Which city will you be in first? If you're in Vancouver for the winter, you'll stay drier if you drive.

I agree. I was born and raised there (though I've lived away for a couple years) and I don't even have a driver's license. If you're in the city a car can sometimes be more hassle than taking the bus (parking is rare and expensive downtown, driving in rush hour is a *****). Do you know which neighbourhood you'll be staying in?

Public transit is generally quite good in Vancouver. It mainly depends where you'll be living and where you'll be going. Try this link.

Yes. it is okay to use the public transit.
And a lot of people use the Sky Train.

Althougjh public transportation is not that great compared to other cities, and getting around by car is much quicker than by bus, the problem with a car is that you need 2 people: one to get where you are going, and the other to come pick you up in the same car because of parking problems.
Parking is extremely expensive, if you can find it at all.
You don't need a car in the downtown core since you can walk to any location there within about 15 ~ 20 minutes.
