What is ILLEGAL however is "communicating for the purposes of prostitution" so while the act itself is legal, doing anything at all to arrange for it IS illegal. Asking for, agreeing to, writing, calling, discussing prices any any other communications, verbal, written and even unspoken are illegal.
If someone can find a way to arrange for and commit the act without communicating about it, and getting caught, then they can do it
