I go with Victoria. Rain is typically from the winds coming in from the Ocean and dumping on the west coast. Victoria is sheltered on the East coast of Vancouver Island. |

Define near? In the interior doesn't rain much and is basically great summer weather, but snows a lot in the winter. Down south it rains just as much in Seattle as it does in Vancouver. To the north it rains just as much in Whistler as it does in Vancouver. Although Whistler gets a lot more snow in the winter. |

I don't know how near you want, but the Okanagan Valley ( Penticton, Kelowna, Vernon) are about 4 hrs drive from Vancouver, or a 35 minute flight. We are on the other side of the mountains and the weather here is beautiful compared to Vancouver. We are semi-desert, so green forest & scrub brush. Rattlesnakes too!
We don't get anywhere near Vancouvers rainfall, and have away more hours of sunshine. It gets hot here in the summer...up to 40C (104F) We do get colder winters though, and snow, but not usually alot. |

The lower mainland is mostly a rainforest type climate. Therefore it rains. But hey, at least it's warmer here than in Seattle. |

I live in Tsawwassen, but go to school in vancouver. Often, it will be raining at school, and when I get home, everything will be perfectly dry. Tsawwassen is actually called 'sunny tsawwassen'. Most of Delta is dryer than vancouver, probably because we are a little further from the mountains. |

It's true that Victoria and the Okanagan get less rain, but you don't have to go so far. Because of the mountains, you'll get much less rain in the southwest of greater Vancouver. White Rock, Delta and Tsawassen are quite a bit drier than North Van. Zoom in on the map below. |
