I'm from this area. Stay away from the tourist traps. The best high end places to eat are:
- Carpaccio's
- Old Stone Inn
- Wolfgang Pucks
- 17 Noir (Nicest restaurant in the falls)
Those are places the locals eat. Most locals would go to Niagara-on-the-Lake to eat high end food though. Places like:
Oban Inn
Angel Inn
Pillar and Post
Queen's Landing
Prince of Wales
any of the wineries
other spots that are good are Keefer Mansion in Thorold, Wellington Court in St. Catharines

Niagara Falls dining is exceptional dining. One of my favorites is at The Radisson hotel. It is beautiful and over looks the falls.
At night the falls are illuminated and change colours gradually.

Fallsview has a great buffet overlooking the falls (adults only, as you have to access through the casino)
