Southern. Toronto is further south or equal to about a dozen US State Capitals.

I like how you add "considered". There is a statistic thrown around that says 90 percent of Canadians live within 100 miles of the US boarder. Or is that km? Anyway, when Canadians start talking Northern Vs Southern, we talk in terms of demographics and not Geography. An example, the dividing line tends to be not half the land, to divide northern and southern Canada, but where half the people live. So, you don't have to get too far North to be considered northern.

Toronto lies on the shore of Lake Ontario, the easternmost of the Great Lakes. Home to more than 2 million people, the city is the key to one of North America's most vibrant regions, the Greater Toronto Area (GTA). 4.5 million Canadians live in the GTA, the cultural, entertainment, and financial capital of the nation. The city is also the seat of the Ontario government.

It is not considered a Northern town. It is approximately an hour drive from Niagara Falls, which is where the closest border crossing to the US is located.

There is no part of Canada called "southern". Canada has "Eastern", "Western" and "Northern" and sometimes "central" but no Canadian has ever uttered the phrase "southern Canada".

That said, Toronto is further south than almost all of Canada. It is also further east than more than half of Canada, but is very often considered "central Canada".
