Officially the whole country is bi-lingual

In practice, only Quebec and New Brunswick, are French speaking.
Quebec is officially francophone, New Brunswick is functually bi-lingual.

Ontario is predominantly English-speaking, although French speakers make up significant minorities in areas near the Quebec border (extending as far west as Sudbury).

Montreal is predominantly French speaking. However, I had difficulty practicing my French there because almost everyone switched to English as soon as they heard my accent. (A Quebec-born friend confirmed that it is normal for this to happen.)

Montreal is the second-largest city in Canada, in the largest province (by area--second-largest by population), Quebec. Quebec as a whole is at least 80% French speaking, but of the other 20% the majority live in Montreal. I'd guess about 30% of Montrealers identify themselves as English-speaking. Other than my parents and my brother-in-law's parents, though, they all speak French as well.

The short answer is your first statement has it right.

Ontario is mainly English, but also the largest bilingual population and largest French speaking minority.

Quebec is the province that Montreal is in. Quebec is the largest French Speaking Majority. However, Montreal is the city in Quebec with the largest English speaking Minority and bilingual population.

Also, Ontario is a province (similar to a state) and Montreal is a city (similar to a city).

There are many languages spoken within the borders of "Canada".

For the most part, you are correct since Quebec is largely descendants from France and Ontario from Great Britain.
