Depends what she is going to do. You'll need a passport to travel anywhere internationally to have proof of citizenship to country. Do you mean MOVE to Canada?

If she is coming by land or boat from the United States she doesn't even need a passport until summer of 2007, she can just come with a valid birth certificate and a photo id. If flying in or coming from any other country all she needs is a passport and nothing else.
