Choose for what?? to live, to visit, to set up a business ???
I've been to both and comparing the cities is like apples to oranges.
Nanaimo is a small hick town compared to Montreal.
Montreal has more bars and clubs than Nanaimo has all it's restraunts, cafes, hotels, motels and bars put together.
Montreal is a large city being a large urban city, lots of crime. Nanaimo is smaller, a friendly community and close to Victoria, Qualicum Beach, Tofino, Ucluelet (West Coast of Nanaimo) and Vancouver if you want to spend a day or two in a large Urban area.
It depends what you want and looking for:
Montreal if you want a thriving business
Nanaimo if you want a more laid back restful holiday
To Live: Nanaimo as the Province of Quebec does a serious job towards reverse discrimination against the English language.

You can get Nanaimo bars in Montreal, but there are no Montreal bars in Nanaimo. And I love both!

I don't find Naniamo that exciting. No contest really.
Naniamo is really lame in my opinion. It's got crime and drugs issues, it's downtown is boring, there isn't much to do.
