HI - yes it will be cold there tomorrow, but the Falls won't be frozen - the falls freeze usually more in january, february. Hard to tell if it will be windy or not as the weather is so unpredictable lately. best bet is to dress warm, but you will have fun. It will be crowded, but they put on fireworks and a light show over the falls so it's pretty cool.

I live 17 minutes from the falls

The smallest fall are American but the horse shoe fall is Canadian.. if you are on the Canadian side you will have so much fun.. it is super crowded .. there is always a concert... of course the engagement proposal... the fall will not be frozen.. there are people making sure it does not because if not it destroy too many things..

Make sure to dress warm but this year is not too bad.........

The falls don't freeze.
It will be really, really cold.
It won't be overly crowded on 12-31-08 because it will be so cold!

My gawd. Niagara Falls is not located in the artic circle, and contrary to popular belief, the temperature does not drop twenty degrees the minute you cross the US/Canada border.
I grew up in the Falls, and also just got home from visiting there yesterday. It was +12, sunny, and felt more like April. Disgusting weather for December. Of course it can get cold again in the next few days, might even snow, but it is rare a time when the temperature dips below -10. It usually hovers around the freezing mark.
As it is New Years Eve, it will be busy. There are concerts going on in the Parks bandstand, as well as Fireworks at midnight. You will have a great time. Just be prepared with mitts, hat and scarf, perhaps boots, as the Parks get muddy with so many people there for the music. Enjoy it.

i've never been there in winter, but last time i was there, i didn't like it at all. it's so touristy now, i would rethink your destination, although it's probably too late for that now...but um, who knows? maybe they'll have something nice going on for new years...but i would imagine it's gonna be cold and crowded.
