No, French as a second language in Ontario and first language in Quebec. In Ontario, especially in Ottawa which is the capital city of Canada people do speak both English and French languages fluently
English and French languages are the Official Languages of Canada |

No...Quebec is the province that primarily speaks French; even there though there are areas of English only speaking people. It is a mandatory subject in school up until the end of grade 9 though. |

I came to Ontario, Canada, from England thirty years ago and there have only been two or three occasions when speaking French would have been useful.
Hoever, if I were planning to move to Quebec I would learn French, and even if I were going to Quebec for a holiday I would learn a few phrases of conversational French because it is good manners to be able to speak a little in the language where you are visiting. |

Probably not. Once you get close to the Ottawa River though you start to run into more and more french citizens from Quebec. |

No, but it is a mandatory subject in school until a certain age. Which I disagree with. It should be optional. |
