Theoretically they're appointed by the Governor General. However, the Prime Minister decides. They're chosen among the biggest crooks who've stolen the most money and given it to whichever party happens to be in power at the time.

Canadian Senate members are appointed by the Governor General, on the recommendation (read: instruction) of the Federal Government (read: Prime Minister)

The Governer General appoints the Senators based on the recommendations of the Prime Minister. Reality - the current leadership appoints the Senators. I believe they have a mandatory retirement age - 75? - but other than that, they are pretty much there to stay.

The Prime Minister suggests names for filling vacancies to the Governor General. They are appointed for life. They are notorious for not really doing anything so a lot of reformists want to change it to electing them. I say that's just a waste, as it will cost even more and if elected they have a mandate, it changes are whole system.

Canadian system is a blend of a republic and a British Colony. You know the Govenor General takes orders from and represents Her Royal Highness the Queen of England. The senate answers to the Govenor General, not the house of commons, not the prime minister.

In effect, the House of Commons represents the people of Canada, and the Senate represents the Queen.

The Governor General appoints them, but on the recommendation of the Prime Minister. That means the PM actually chooses who gets to sit in the Senate. It's usually regarded as a plum that is given as a reward for political service, which can be actual service or something like fundraising for the party. Is it fair? Nope. But that's the way it is.
