The USA or Canada?

I am a US citizen and my husband a Canadian. We have lived and worked in both countries. My problem is pretty complicated because I want to stay and get my education in Canada, but my hubby wants his US citizenship. He is a legal resident but has yet to have his interview. As it stands right now the jobs in the US suck and even though he has experience no place has really took him seriously because of his immigrant status. Right now he has a good job with great earning potential in Canada but I can't work till I get my papers. The education thing is another mind twister. I can get an associate's degree for Free in canada. In the US the 2 year colleges cost average of 2,000 a semester. Where do you think we should go?
Additional Details
Technically it is called a Dec from a Cegep college. Not really an Associates degree but close enough for me. It is a jump start to your bachelor's or master's degree, only in quebec I presume.

Where do you get an "associates" degree in Canada, especially for free? We do not have free universities. If your husband can't get a good job in the US, and has one in Canada, why does he want to go to the US? It seems to me you pick one or the other based on your individual future.
