Spelling does not have as much to do with nationality as it does with becoming educated. If you can read and write, you can become a good speller.
Spelling to me is something I see as a sign of not only intellect, but also of good manners and respect for the person you are writing the message for.
The problem in today's society is that everyone is into text messaging and taking shortcuts that they lose how to write proper sentences and communicate effectively. Yes folks, IMs and cell phones have bastardized the English language.

I don't know where you're from, but that's something that uneducated Americans often say. The reason is that they see us spell words like "labour" with a "u" instead of spelling them the American way, without an extra "u." (Even Yahoo's spell checker is trying to correct me). Canada still follows the British way of spelling many words, whereas the U.S had made changes over the years. Many Americans don't know this.
Other than that I can't think of any reason anyone would say that. If a person is uneducated, they're going to do poorly at spelling as much as any other subject. This is nothing to judge an entire country by.
