To get in and out of Canada you need TWO things.

1) Proof of citizenship (birth certificate is the most common)

2) Government issued photo ID (drivers license is the most common)

A passport satisfies both of these criterium which is why it can also be used instead.

A drivers license is NOT sufficient ID to cross the border either way.

You will also need a birth certificate and/or photo ID. In Canada some provinces have your photo on your drivers license, I dont believe all the states in the US do this

Citizens of the United States should carry proof of their citizenship. A passport is ideal, however, a birth certificate, certificate of citizenship, or naturalization certificate, when presented with valid photo identification such as a drivers licence will also be accepted. Permanent residents of the U.S. should bring their green card.

Carry identification for all children travelling with you, regardless of their age
Canada Border Services Agency Officers watch for missing children and may ask detailed questions about the children who are travelling with you. All adults travelling with children should carry identification for the children travelling with them regardless of their age.

If you have legal custody of the child/children or if you share custody, have copies of relevant legal documents, such as custody rights.
If you are not the custodial parent or not the parent or legal guardian of the child/children, you should carry a letter of permission or authorization for you to have custody when entering Canada.
A letter would also facilitate entry for any one parent travelling with their child/children. This permission should contain contact telephone numbers for the other parent or legal guardian.

If you are travelling as part of a group of vehicles, be sure that you are in the same vehicle as your child/children when you arrive at the border.

Be sure she has both pieces of identification, if she doesn't have a passport. There is no problem in entering Canada, it's re-entering the US that is the hard part.

as long as your sister is over 18 she should only need a drivers licence, 95% of people can cross the border with only a drivers licence. If she is under 18 and you are not her legal guardian you will need written authorization from her legal guardian

CJ is right. You don't need a passport, however if you look like a thug, they might give you a hard time.

To enter Canada by car, you only need your DL, or your birth certificate. You only need a passport if you are entering the country by aircraft.

This may soon change. I'm hearing that you may need a passport even by car sometime in the future.
