I'm going to assume that you're talking about London, Ontario, since this is the "Canada" section.
It honestly depends what you're looking for. Toronto is a huge city, very spread out but with a good subway system. It is very diversified culturally; every ethnicity is respresented. It's very liberal as well and things like same-sex relationships, etc., don't get a second glance. Lots of shopping, nightlife, world-class entertainment venues, professional sports teams, etc.
London, Ontario, is much smaller, but still a decent size. I'm going to guess the population hovers around 300,000. A dependable transit system (not subway, tho).
Good shopping (plenty of malls, etc.), good nightlife. The John Labatts Centre is their major entertainment venue, and is new and a decent size. They get fairly well-known entertainment there and is the home of their OHL hockey team, the London Knights. London is probably most known for its university, the University of Western Ontario, and the campus. It is renowned for its medical program and has great research hosptials.
Toronto is about 2 hours up the highway (#401) from London, so, living in either city, you are not that far from the other for sporting events, etc.
Weather-wise, they are both about the same. Possibly hot, humid summers and cold, snowy winters.
I guess it just depends what sort of lifestyle you are looking for.

I assume you mean London Ontario (??) If so, then I would choose Toronto because London is more of a University city. Toronto has much more to do.

Been to all three. Live in Toronto. London, England is my favourite place in the whole world. You could never, ever get bored there!

I like London ON over London UK but I like Toronto over both of them BUT it is hard to say which is cheaper London UK or TO

I'd pick Toronto in a heartbeat.

London has a higher crime rate and a higher risk of terrorism, and spending the winter there is like sitting in a bath full of cold wet cotton wool. The pollution is also worse, and the British government is amongst the weaselliest in the free world.
