toronto
safety - relatively one of the better choices for safety
cost - the most expensive out of these 3
climate - hot summers and snow winters
culture - china town etc. very diverse as with all 3. pretty much the same
vancouver
safety - depends on the area, not too bad
cost - tied with montreal
climate - warm summers mild winters with little snow
culture - all 3 same
montreal
safety - definetly depends where you live
cost - tied with vancouver, but depends on where you live
climate - summer is the wettest season winters are cold and snow. average temperature daily is colder than that of moscow and st. petersburg russia
ive lived in toronto and vancouver. travel to montreal alot
edit: actually it is, downtown montreal is jsut as expensive as vancouver
outter parts of vancouver are alil bit more expensive than montreals outter parts but basically the same
sorry to burst your bubble (to the person below me) |

No Vancouver if you want hot summers and cold winters! Its really mild there. Montreal looks like the best for you. Hot summers and cold winters, lots of french culture, most Canadian cities are relatively safe and i think Montreal is really good, and its the cheapest of the 3 cities, but still mildly expensive. |
