Your best bet would be the major Hertz, Avis, National, etc. While in the US you can do it with a dop-off charge, Ofte I rent a Hertz with plates from other sates and they eventually try to use it as a drop off going back in that direction. However, I have never seen a rental here with Canada plates. It may not be possible or practical to do.
As the drop-off charge would be significant if they even allowed it, I would look in to another means, or get a friend to drive you the the US border and rent a car there. There only reason I can see renting is if you have lots of things to bring.

One way rentals are really, really expensive. The best way to find the cheapest deal is to rent and return to Toronto.
The other option to lower cost would be to rent the car and drive it across the border. Drop it off before getting to NYC. Then take a train down to NYC. |
