There is a reason why so many Canadians spend their winters in Florida....its darned cold up here.
But, Toronto is great. You can get through most of downtown without barely ever having to step outside as the subway stops every couple of blocks and the main shopping centres in the downtown core are connected underground. |

Calgary. We get the chinooks (warm winter winds) so it warms up nicely during the winter but we're close to the mountains for skiing, dog sleds, snow shoeing, x-country skiing, ect.
In Calgary we can have a snowstorm one day and the next day be outside in t-shirts having a snowball fight. However, we only get a few real snowstorms a year. |

IMHO Vancouver is the place to be without a doubt. Especially if you love to ski/snowboard
1) Vancouver itsself is warm! Even during winter! At least compared to the rest of the country.
2) Whistler Whistler Whistler! 2 hours away is the best skiing/snowboarding in the world.
So you have warm weather + unbelievable skiing, how can you go wrong? |

Vancouver doesn't get very cold, or get much snow. If you want snow, you can drive for 30 minutes and get plenty of it on the local mountains.
However, there isn't much snow removal equipment, so when it DOES snow, it's best to just stay at home. I've even seen buses get stuck on some of our nasty hills. |

I think Britsh Columbia and also Ottawa Ontario Canada .. they have the best ski resorts and Ottawa Ontario have the longest skating canal called the Rideau Canal. Alot of winter festivals going on, depending on the weather .. but I heard that British Columbia is a nice place to spend winter in canada :) |

It depends on what your looking for, Vancouver B.C does not get real cold weather that the prairies or eastern Canada gets, but Montreal is close to all the ski hills in Quebec.
And Toronto is to and we have pro sports like hockey and basketball here, Victoria B.C on Vancouver Island is nice to, I worked there, but in the last 10 years they have has snow and cold weather due the climate issues, and both Vancouver and Victoria don't have a large supply of snow removal equipment. |

I'd say Calgary - we have the rocky mountians 1 hour away. Vancouver is much more mild though - they don't get the really cold weather and they have Whistler ~1 hour away...
Either way - if you don't ski, winter sucks. |

It would be in your individual definition of the term 'best". Are you looking for a real winter with lots of snow and cold weather, or a more temped winter that is not as severe as some spots?
Quebec City has a fantastic Winter Carnival and it is a city that personifies winter!
Vancouver on the opposite side of the country has an milder winter and is a lovely place to live.
In between you got Calgary and the Canadian Rockies. Again a lovely spot but this has some fantastic skiing!
Again all depends on what you are looking for in the way of winter.
Or, you could always join the many Canadians that are snowbirds and head south for the winter....way south.... to Palm Springs, California or Phoenix, Arizona!
