Hi there!
Toronto and Ottawa are both in Ontario, Ottawa tends to have a very cold winter, and this year we've had 400 centimetres of snow! It's wonderful here!! Toronto on the other hand is very urban, and therefore you won't really experience the true Canadian winter, since all the snow is taken away by snow trucks before it piles up. In ottawa, a friend of mine wore snowshoes to work last week, there was so much snow!

Winnipeg is cold, but it's not very close to much else in Canada, if you want to sightsee, same goes for Saskatoon. both are lovely cities, but don't offer very much for exchange students.

British Columbia is quite nice, but the winters are relatively warm in the major cities, with a lot of rain, although there is a fair bit of snow to go skiing.

The rest of Ontario varies from area to area, but I find its nice here, easy to get around and a lot to do.

My first pick for you would be Ottawa, and I'm going to give you some reasons to consider:
1. We have a very cold, snowy winter, and a very warm, lovely summer!!! Temperatures range from -15 or -20 in the winter to +30 or more in the summer (celsius). I love it! I know you said you wanted the coldest city of them all, and Ottawa is probably the coldest, but as someone else mentioned, most of Canada is pretty warm come summertime, so at least enjoy the beauty of the summer.
2. There is so much to do in the region, as it is the capital, and so there are a lot of events, as well as a lot of things to do outdoors such as camping, hiking, bicycling, skiing and more.
3. The city is about 1 million people, which I find to be the right size for me.
4. It is a very international city, being the capital, and so you'll be very welcome here, as it is very mutlicultural.

Let me know if you have any other questions!!!

Well, it depends on the size of city you want to live in, really.

Toronto and Vancouver will be the biggest, millions of people, and they will also be the warmest.
Ottawa is beautiful and medium-sized, but also a bit warm for winters.
Winnipeg is medium-sized, 1 million people, and *really* cold, but not too exciting as a city (in *my* opinion, anyway).

I think Saskatoon would be the bast place to go!
Its population is almost 200,000 people, it'll be nice and cold in the winters, and it'll be beautiful in the summer! It has lots of rivers and bridges, and big grassy parks, and a fun, unique downtown area!
I think you should check it out. ;)

EDIT: Everyone else is saying Ottawa is cold... maybe I'm wrong? O_o Anyway, it's pretty. :)

Winnipeg or Saskatoon

Well nothing is cold in the summer, not here anyway. I would say Ottawa, it's the 2nd coldest capitol in the world. Second to Moscow I think. It's not unheard of to go to -50. That will give you a frostbite warning of some 20 seconds and potential to kill you in under an hour. Homeless people die often in the winter. It's really common.

So choose your city well. I would say a winter in Ottawa would be wonderful. I have spent many.

They have a tonne of things to do. The largest outdoor skating rink in the world, actually is miles long, on a canal. Winterlude Festival, international ice sculpture contest, maybe 4-5 hours drive to Quebec City. Which has one of the most amazing winter festivals in the world. Huge scale sculpture, like multi level buildings made of ice. It's amazing.

Come to Saskatoon. It does get very cold here in winter and it is quite nice here in summer, and it is a beautiful and friendly place to live.

My rank of the cities you chose:

Winnipeg
Ontario
Vancouver
Ottawa
Columbia
Toronto
Saskatoon

Winnipeg, Manitoba has the coldest winters in Canada for a major city.

Toronto is a more interesting city but not as cold.

Bob
Winnipeg and Saskatoon are probably the coldest places during the winter months but none of the places that you listed are cold during the summer months. Most cities and provinces are very warm to hot during the summer.
