Okay, first and foremost, those two first answers really bug me. Why would you ask what country they're visiting considering the category that it's in? Just wanted to get that of my chest.

As for the weather:
January is pretty dreary here. It rarely snows here, though I'm not saying it won't happen. But even then, I highly doubt you'll need a heavy coat.
Just make sure that you have a strong umbrella, because it does get pretty windy. You wouldn't want your umbrella to flip inside-out. A waterproof jacket is a good idea.
I think the temperature tends to linger around 0 degrees Celsius, more or less. Usually more. Which I believe is about 32 degrees Fahrenheit. Just bring a few good, warm sweaters and you're pretty much good to go. I mean, I could still wear a skirt outside, and I'd be fine.
As far as recommendations go... If you don't mind the dreariness of the season, then by all means come to the city. If you can get past all the greyness, then there's always something fun to do.

Vancouver will probably be somewhere in the 40s(Fahrenheit), though it could get into the 50s or a little below freezing. It could snow and is almost guaranteed to be rainy. A waterproof top jacket with a hood, with under layers to put on and take off according to the weather, is your best bet along with waterproof footwear or a second pair to wear while the others dry out.

January is probably one of the worst times of the year in Vancouver. Two years ago it rained 29 days straight through January and February.

be prepared for lots of rain.
temperatures are usually around 5 degrees celsius. Although it does drop below zero and sometimes snows.

Bring a proper winter jacket that is water proof.

Bring a strong umbrella, a raincoat, and thick clothes. Generally you don't need a very heavy coat, but you may want to do some layering. January is cold and wet, and very overcast for the most part. But little snow.

In which country will you be traveling? In the USA it can be hot in Hawaii in Jan. and Freezing cold in Michigan. Need more info to answer you question.
