there are a lot of vietnamese in the greater Vancouver area namely in the city of Surrey. I would say it is probably the highest concentration but also alot in the Toronto area.

According to Stats Canada, in 2001 Ontario had 67000 and 27000were in BC. Almost all were in the major cities of Vancouver and Toronto. There aren't any more recent stats, but I don't think that Vancouver has gotten more than Toronto since Toronto's population continues to grow and the city's Chinatowns have gotten bigger.
