Ottawa--the nation's capital! Beautiful city with a lot to do.
Toronto shouldn't be missed, as it's the New York of the North, a wonderful city with a lot of culture and opportunities for daytrips to places like Niagara Falls.
Montreal--again, a beautiful city with a lot of culture and international flair, some really beautiful architecture and some of the rudest drivers you'll meet (but they're nice outside their cars).

Ottawa, Toronto & Montreal are all in central Canada, and depending on where you're coming from, you'll likely fly into Toronto or Montreal airport.

From here, I would suggest going either East or West--it's too much to cover both in three weeks.

If you go East, go to Quebec City (a brilliant small, old city, celebrating its 400th anniversary of foundation). If you're travelling in the Winter, then its a must see for the Carnevale (held in February), and all the winter festivities that take place during the season. From there, go East to the Maritimes to Prince Edward Island, the smallest province in Canada, home to Anne of Green Gables, a lot of potato farms, and really nice people. Nova Scotia and New Brunswick are two other provinces of note and your time can be shared between Halifax and Moncton, the capitals of both provinces. I have never been to Moncton, but Halifax is a beautiful city on the water, with tonnes of fun things to do, especially in the summer, but equally so in winter.

If you head West, choose Alberta--specifiaclly Banff and Jasper for some beautiful outdoor scenery and really wonderful cuisine (it's true! I was shocked at how good the food was out there!). From there, head further west to Vancouver and Victoria, both cities in British Columbia with a lot of west coast flair--tonnes of fun to be had, both indoors and out, and again--some of the best cuisine in the country!

1) old city of quebec, its amazing, i recommend the louvre exibit at the art museum, and champlian quartier (a pedestrian street), theres also lots of nice old streets on the hill and a giant mall in ste-foy
2)montreal, has plenty of cool things and somewhat of a french lifestyle, theres great shopping along st.laurent st. and rue st.catherine and mont-royal avenue, as well as a nice biodome and marche jean talon (which is a huge outdoor farmers market)
3)halifax NS, is wonderful in the summer, complete with a nice port and close proximity to plenty of small towns with character
4)toronto, has it all.
5)ottawa, the capital, bonscors market is nice, so is the rideau canal and parliament hill.

so you'd be travelling in winter? Wouldnt suggest driving across country in the winter.
... try flying into Montreal (nite life and shopping and a little french flavour) You could spend a week there. Rent a car in Montreal and drive couple hours to Ottawa (Museum of Civilization, Rideau Canal may be frozen by that time (worlds longest skating rink) and then drive down to Torornto 5 hours (touristy things CN Tower, Science Centre) with a daytrip to Niagara Falls) a week there too. Dump the car in Toronto. (they have one way rentals at Budget, Avis etc)
Suggest flying from Toronto to the west as a long long drive across frozen prairie in winter. Maybe a couple days in Edmonton for the worlds largest mall complete with a great water park and amusement rides). Fly thru to Vancouver in december... RAIN... but in spite of that still lots to do.. you could spend a week easy between Victoria and Vancouver
