Probably Vancouver or Victoria. It stays above freezin there, and I can't think of anyplace else that does not.

Victoria (in BC) has the mildest winter. It is the place in canada that has the most constant temperature. Victoria has the coolest summers and the warmest winters in Canada. I am moving there in a year to go to university and it is also an incredibly beautiful and fun place.♥

Qualicum Beach, on Vancouver Island. It is on the inland side of Vancouver Island so, like Vancouver, it is in sheltered water and enjoys the moderating effect of the ocean on the climate during winter time, but unlike Vancouver, it isn't backed by snow covered mountains that contribute to lowering the city's temperatures.
Victoria's temperatures are generally the mildest in Canada, but if you get a cold front sweeping in across the ocean, with howling winds, it can get quite chilly there. Qualicum Beach is protected from those extremes of weather.
But the degree of difference between the three spots is minimal. They're all much milder than the prairie cities.
