If US, Canadian, or Mexican citizen:
- traveling by air after 01 January 2007 must have passport to ENTER US.
- traveling by land or sea before 31 December 2007 must have proof of citizenship (passport, birth certificate, and/or naturalization papers) AND photo ID (passport, US or Canadian driver's license, or military ID) to ENTER US.
- traveling by land or sea after 01 January 2008 must have passport to ENTER US.

If a citizen of any country other than US, Canada, or Mexico, must have passport regardless of transportation method.

If a permanent resident (of any country), must also have proof of permanent residency (i.e. green card) as well.

If you are driving, you need a State Issued Photo ID and your Birth Certificate (even tho when I went there 2 weekends ago they didn't ask for my birth certificate). If you are traveling by air, you need AT LEAST a completed passport application. You can't fly in and out without a passport, but they are so backed up with issuing them that proof that you applied will be enough.

In January 2007, roadtrip from Detroit Michigan to Windsor.

1 with passport, 1 with driver's license. From friendly border patrol we were assured that we could enter but the 1 with only driver's license wasn't guaranteed a return back to, "the states." Oh he's just kidding! we thought. Apparently called ahead...........we were pulled over and they ran checks on us while rifling through the Indiana registered Toyota Tacoma Truck.
I carried U.S. Passport, so they dismissed me. The driver's license carrier was taken into a room for questioning for a few minutes only----- that seemed like forever. Hey, we were already in the Canadian/Windsor location-we had no "American-US" rights. That made it scary enough.
I drove on the return back -no questions-didn't even blink my way .

Its been several years now that even U.S. Citizens returning from canada requre a valid U.S. Passport. it used to be all you needed was a driver's license. this is for traveling by land. by air I think its ok if you can show that you have applied for a passport. if you don't have a passport, you will most likely be denied entry into canada, and you will most likely be denied return to the U.S. If somehow you manage to get into canada without a passport, count on spending several days and paying the costs for a passport, as well as the inconvenience, before being allowed reentry to the united states.
