What does it mean when a Hotel says that they validate parking?

It means you get free parking while you stay at that hotel, which can be a pretty nice perk in a crowded area like downtown Toronto!
You take the ticket from the parking lot, the hotel stamps it (validates it, to indicate that you are a guest) then you give it back to the valet or the attendant when you leave, and you don't have to pay for your parking

It means if you are staying at the hotel you don't have to pay for the parking.

it means that they offer a service that helps you to feel more secure about how you park
