What does "2 Pour 1 Pizzas" actually mean?,?

In the Montréal area so many pizzarias promote "2 Pour 1" but none that I have visited actually sell 2 pizzas at the same price they do for one. So what does "2 pour 1" actually mean? I have asked at a couple of places but the employees could not explain!
Additional Details
(4 days after placing question): I cannot believe the number of Answerers who say it means 2 pizzas for the price of 1 when in my Question I stated that IT DEFINITELY DOES NOT!!!!! If you go to one of these places and ask for only 1 pizza it will cost about 60% of the 2 Pour 1 price.

It translates to "2 for 1" so they should be selling you 2 pizzas for the price of one...if they aren't they shouldn't be advertising that they do.

Yea its funny like that sometimes. We actually have a pizza place here called "2-4-1 Pizza" and if you go buy a slice of pizza they'll give you two but if you order a whole pizza you only get one.

I was thinking about this the other day, good question! lol :)
