i would suggest toronto. they have a big outside thing for new years on wueen street. or some street downtown. its been a while since i've been in toropnto, but there are also a lot of poarties and clubs doing stuff.

Montreal is a blast ...but Toronto is a great city ...check online ..a lot of hotels and clubs have packages that will be cheaper than doing everything separate
