The cheapest way to get to Vancouver Island would be to catch the Greyhound bus. http://www.greyhound.ca/ . This is the site that shows the schedules and fares. The fares are not being displayed for some reason right now( usually they do display them) but it should have them posted again soon. Just try this site or phone the greyhound number on the site. I have traveled across Canada a few times on Greyhound and I found the cheapest fare is usually a 7 day Canada Discovery Pass which also lets you stop over where ever you want and catch another bus when you want as long as you don't extend your trip over 7 days. Also if you purchase your tickets in advance you save a considerable amount of money. If you pay full price for one ticket you can buy your companions ticket for 75% off. There is a Greyhound going through Lindsay but you could catch it in Peterborough as well. The last time I travelled right from BC to Nova Scotia the ticket was about $350 ( 1 1/2 years ago)There is no running water on the buses anymore so I bought bottled water and baby wipes so we could wash our hands and freshen up. The trip is about 3 days and 6 hours.
When the airlines have seat sales it's sometimes cheaper to fly into Vancouver and take the bus from there to Vancouver Island. The bus from the airport in Vancouver is cheap and takes you across on the ferry to downtown Victoria. Usually it's a couple hundred dollars more to fly right to Victoria than it is to fly to Vancouver and then take the bus. http://www.flightcentre.ca/flights/westjet/july06-sale/index.jsp#Westjet%20Flights%20from%20Toronto However on this next site I checked the airfare for Sept. 5th and the airfare right to Victoria works out to approximently $375 Canadian funds plus taxes. ( the prices on the website are in American dollars)http://www1.cheapoair.com/Default.aspx?tabid=1685. The best thing to do if you plan to fly is to check with a travel agency in advance and ask them to check for the cheapest flights. It's cheaper to fly during the off seasons and sometimes you can get very cheap flights.
Generally speaking though the greyhound bus is the cheapest way to go.
One other alternative is to contact a car dealership and ask for the number to call about driving a vehicle to the island. Dealerships who have to transport vehicles often hire drivers to do this. If you have a valid drivers license and a clean driving record if any vehicles need to be transported to the area you want to go, they get you to deliver the vehicle and then refund almost all of the gas money and expenses you paid to drive out there. ( The trip is virtually free) Any dealership should be able to give you the number. The office that handles this was in Toronto, and you have to contact them a couple of weeks in advance so they can line a vehicle up for you. I moved to BC several years ago this way with a school bus that they needed to transport. lol
