Niagara Falls is on the Niagara River. It is the connection from Lake Erie to Lake Ontario.

The water flows into Niagara Gorge, which is part of the Niagara River. The Niagara Gorge empties into Lake Ontario.

The Niagara River connects Lake Erie to Lake Ontario.

The Falls are on the Niagara River, therefore, above the Falls is the Niagara River and below the Falls it is still the Niagara River, but I think the answer you are looking for is Lake Ontario, which is the lower of the two lakes.

Water from Lake Ontario flows through the St Lawrence River and into the Atlantic Ocean
