Victoria is on Pacific Standard Time, most of the east coast is on Eastern Standard Time, 3 hours ahead. Newfoundland Standard Time is a half hour ahead of that. So noon in Victoria would be 3:00 p.m. on the east coast and 3:30 in Newfoundland.
