There are no providences in Canada. A providence is thrift, foresight, or timely care. Not places. In the US, there is a place called Providence, Rhode Island. However, Canada has 10 PROVINCES. Of these, Saskatchewan likely gets the most sunshine.

The reason that Americans don't know anything about us is because we are the gentle giant. A huge powerhouse.. Hydro electric power, oil, uranium, diamonds, largest supply of freshwater.. but the average canadian doesn't brag. A gentle giant sits by the wayside tall, sturdy, and beautiful smiling down at everyone..
It would be many dark days in the U.S. if it wasn't for us..
Honey, there aren't any countries in Canada and it is a province not a providence.

According to Environment Canada, the city in Canada that gets the most sunshine, year round, is Medicine Hat, Alberta.

So, in answer to your question, it would be the "Province" of Alberta.

I'd say the farther north you are the more light for a longer amount of time. As for East vs. West... I can't say for sure but I don't think there is much of a difference.
