Niagara Falls consists of three 'sets' of waterfalls:
-Horseshoe Falls (also known as "Canadian Falls"), which are located in Niagara Falls, Ontario.
-American Falls, and Bridal Veil Falls, which are located in Niagara Falls, NY.
So there is a Canadian city called "Niagara Falls", and an American city called "Niagara Falls". The actual ownership of the waterfalls is split between the USA and Canada, as I described above.
Here is a map, where you can see how the Niagara River separates the USA (NY State) and Canada (Ontario), and where the falls are located in there:

You can see the Horseshoe Falls clearly, on the bottom left... they are the largest of the three. The American Falls and Bridal Veil Falls are located north-east of the Horseshoe Falls, on the American side of the border. Note how the border basically runs down the middle of the Niagara River, until it runs east at the Horseshoe Falls.
I hope this helps!
Here is a map of the driving directions from Buffalo, NY to Niagara Falls, NY. These two cities are 20 miles away from each other. The falls are NOT located in Buffalo.
