I think the best time are the summer months. July 1st, we have a HUGE Celebration on Parliament Hill for Canada Day, its packed with people in a celebratory mood, along with music.
We have a World Class Blue's Festival in July as well.

In May we have the Tulip Festival, millions of tulips in bloom, a gift from Holland to Canada stemming from the 2nd WW.
Plenty of Museums to visit, outdoor cafes, big-name Concerts, more than enough to see and do!

Bring your swimsuit and summer clothing, it can get very hot and humid during the summer months!

I hear that May is the best... the tulips are blooming - thousands and thousands of them. Hotel rooms are very expensive for that reason though. I've never been myself at this time because of the price - but I've been several times in the summer - it's great then too.
