I really like Redtag (http://www.redtag.ca/ ) but dislike high costs from FlightCentre, can never get it cheap with them. :/

Westjet is the only airline that offers cheap flights in canada

good luck! lol TO is one of the most expensive airports to fly in and out of. you could always fly in/out of buffalo, ny instead...

Well for international flights, I would look at Redtag.ca, Flightcentre, and/or TravelCuts. For domestic flights, once in awhile, believe it or not, Air Canada can be your cheapest fare. If you want to fly to the East Coast - Canjet might be your best choice or if you're going to Halifax, Montreal or Ottawa, you could try Porter airlines (which departs from the island airport).

aircanada is your best bet money-wise. they offer discounts if you do not accumulate frequent flyer points, accept no changes/cancellations and don't check-in any bags. this is ideal for short excursions across canada.. believe me i've done this quite a few times.
although the seats are more comfortable with westjet, they have more connections and do not offer additional discounts.
