It depends on your nationality, but in any case you need to start with the Canadian immigration website. You first have to qualify for permanent residency. You may have to find an employer to sponsor you. These links will get you started with the information you need. Best of luck with your plans.

In order to apply for Canadian citizenship you must be over 18 years of age. You must have lived in Canada as a Permanent Resident for at least three years out of the four years (1,095 days) right before the day you apply. In addition, you must know how to speak or write either English or French which are Canada's two official languages.

The time you spent in Canada before you became a resident will be counted as half time only if it happened within these four years. All the time you lived in Canada after you became a permanent resident counts as full time.
If you came to Canada on a visa (for example on a student or work visa) before becoming a permanent resident, call the Citizenship and Immigraton Canada Call Centre to find out when you can apply for citizenship.

Anyone under 18 years of age must be a permanent resident in order to be eligible for citizenship. A three year length of residency in Canada is not required. In order to apply for citizenship for your child you must be a Canadian citizen or be applying to become a Canadian citizen.

You cannot become a Canadian citizen if you have recently been or are in prison, on parole or probation or have been charged or convicted of an indictable crime. If you are under a deportation order, you also cannot apply. There are other reasons why you may not be eligible for citizenship. The citizenship application form contains detailed information on further eligibility requirements.

There are fees when you apply to become a Canadian Citizen. Visit Citizenship and Immigration Canada's fee schedule for more information.

If your application is accepted you will have to write a citizenship test. If you are between the ages of 18 and 54 you must pass a citizenship test. Children under 18 years of age and persons over 55 do not have to write the citizenship test. This test is to assess your knowledge of the English or French language. It is also to ensure that you have some general knowledge of Canada's history, geography and political system.

The entire process, from application to test, takes 15 - 18 months and CIC will generally provide 2 weeks notice before the test date. Click here to visit the CIC web site for more information about processing times.

You must apply to come to Canada on an immigration Visa. You apply for these at the Canadian Consulate in your present country of residence. I would not take the advice given elsewhere about applying once your here because all that will get you is a ticket home. Since you have time to ask this question on Yahoo Answers I can guess you are not a fleeing refuge so any other route is illegal and impossible.

You have to apply for naturalization just like if you wanted to become a US citizen. You will have to move to Canada (get a visa) and work there. You will have to live and work there for some time before you can apply to be a citizen. Any of the government offices in Canada can help you apply for citizenship after that....maybe do a google search for "canadian naturalization".

Go to any federal building in any major city in Canada (Vancouver, Calagary, Ottowa, Toronto, Montréal, Quebec, Halifax, Moncton, whatever's biggest in your province/ territory) and ask about naturalization. Canadian naturalization is easy if you already speak English or French and you're planning to live there for a while, which is sounds like you are, so other than that it should be simple from there. It's only the minor differences from there.
