I'd say Whistler, Montreal or Blue Mountain (Collingwood, Ontario). A lot of my friends go to Blue Mountain for the week, rent out cabins and just go crazy. Some good bars up that way too.

keep in mind that Canada's spring break is different then the US's. Lots of American's come up to any of the large border cities since the drinking age is either 18 or 19 depending on where they are. Where do Canadian's go for spring break? Mexico..
