It is 18 in: Alberta, Manitoba and Quebec for drinking.

For gambling (in casinos)
In BC you have to be 19
In Alberta you have to be 18
In Saskatchewanyou have to be 19
In Manitoba you have to be 18
In Ontario you have to be 19
In Quebec you have to be 18
In New Brunswick you have to be 19
In Newfoundland you have to be 19
In NWT you have to be 19
In Nova Scotia yo have to be 19
In PEI you have to be 19

Depends what province you go to. I know it's 18 in Quebec - usually older elsewhere in the country. Most people you'll meet in that province are very fluent in English, so you won't have any trouble getting around.
You can also go to Alberta or Manitoba.
