I'd say Halifax as well.
Mississauga may be technically it's own city but it's just a suburb of Toronto and it all runs together so it's anything but small or easy to get around.

Halifax is a small city alright. Heck the whole of Nova Scotia as a province is minute compared to others. But in terms of modernity and considering the size i would say Mississauga, Ontario.
