Victoria and Vancouver Island has to be the warmest all year round. There are flowers there in April, already, and they last until November. It's a very beautiful spot and many retirees move there.

BC is probably has the mildest weather it is very wet and you may not see the sun or sky for months at a time because of clouds.

osooyoos in southern BC. okanagan valley is really nice, but also very expensive and not much up for sale. You'd be better off taking your money down to mexico/carribbean during the winter and live somewhere cheap in sommer (like winnepeg where you can feed the mosquitos).
