This is a guess. A real guess. Totally guessing. Guest numbers or statistics are not at all reliable.

Also it is so seasonable.

Ottawa climbs in there because the visitations are also official and it is year around. You did not specify whether it is tourists or business or diplomatic service. You also did not specify whether the visitations went beyond the airport. If you include the airports then Mississauga would be number one. They handle 30,972,577 per year or a number approximately equal to the entire population of Canada pers year. About one third of that is visitors from overseas.

Otherwise. Number one, Niagara Falls for the Falls and because of the international gateway to and from the USA. Two, Toronto (cuz most are on their way to Niagara Falls or the plane missed Ottawa which is normal.).Three Ottawa, (they have all the embassies), Four Banff (and Calgary since that is where they fly into to go to Banff.) Five Vancouver. Six Montreal (they closed MIrabel not a good move for visitors.)
