Citizen, permanent resident, temporary resident, worker or student are the only options provided on the application form

Permanent resident and citizenship are best to have.

But to become a citizen one must be a PR first, so you become a PR, then after being a PR for 3 years you can apply to become a citizen.

What do you want to do? If you want to immigrate to Canada, then citizenship is the best way to go. That way you have all the rights and privileges available to you. Permanent residency is next best, but temporary resident is more like an extended visa -- you can't vote and you are eligible only for limited benefits. Ditto worker or student. If,on the other hand, you only want to come for a few years or for a specific purpose, it doesn't matter which you choose and going for citizenship is likely a waste of time and money if you aren't planning to stay here on a permanent basis.
