Depends on your reasoning. I'd say Toronto in general, and I LIVE in California. California is VERY expensive, there isn't much in Sacramento either, and it's not warm like San Diego, L.A., etc.

Toronto also has GREAT public transportation.

I'm a Sacramento girl. I love it! The guy above who said that it's "not warm" here is NUTS. It is EXTREMELY warm. Sometimes too warm... it was 117 in the shade last summer.

I would pick Toronto any day of the week and twice on Sundays.

Even though I grew up in California, I always detested Sacramento. I just never found it very exciting, there are FAR too many one-way streets, plus I have hay fever allergies and I get sick with all the pollen in the air.

Of course, I feel more drawn to huge metropolitan areas in general, and I used to play hockey. Toronto is a beautiful city and I wish I lived there.

I've never lived or been to Toronto but I live in Sacramento. First the good things: it's a 2 hour drive to Tahoe, the beach, and San Francisco. It doesn't get that cold like snowing cold but it does get chilly in the winter. The summers are very hot and dry. There's also a lot of trees but I'm not sure if you care about that. There are also a lot of jobs.
Bad things: You have to drive to get anywhere unless you live downtown, the traffic is a nightmare (freeways weren't built to support such a growing city), and everything is just so spread out. The people are okay, friendlier than in southern California, and I know because I've lived there too. The other thing is that there just isn't that much to do unless you want to drive a couple hours. I mean you can go to bars downtown if you live there but the bar scene isn't that great compared to other cities. If you are more of a nature person, they have a great bike trail along the American River but other than that you have to drive.
Anyways, Sacramento isn't a bad place to live but it's not ideal either. I'd much rather live here than other places but I won't be staying here either. Anyway, good luck with whatever choice you make!
