Newfoundland is super cheap to live in, althoughthe taxes are a little higher the cost of living overall is pretty inexspensive especially outside of the captial city. What other place can you rent a big 2 bedroom basement apartment for $450?? The only problem is trying to find jobs, but if you can find a decent paying job you all set.

Any New Brunswick city is relatively cheap. Winnipeg is too. Anywhere in Alberta isn't.

do not get the wrong idea Vancouver and Victoria are NOT cheap.
The cheapest areas would be the ones out of the city, of course. from my experience Saskatchewan is one of the cheapest provinces. even in Regina or Saskatoon its pretty cheap.

From living in Canada for about 6 years, I can tell you that Hamilton is rather cheap, but it's an industrial town, and the houses aren't exactly lavish. Vancouver/Victoria won't be bad either. I depends on what climate you're looking for.
