It depends whether you mean by number or by percentage. If it is by percentage a great majority of the people in New Brunswick are bilingual French and English. If you mean in terms of numbers, it would probably be Ontario where there would be many bilingual Canadians, not just French and English but bilingual with English and Chinese, and any number of other combinations. There are also many bilingual people in Quebec, but my guess is that there would be more overall in Ontario. Best of luck.

Quebec. The city of Montreal has more bilingual people than any where else in Canada. New Brunswick is not really bilingual, it just has two official languages. Few people speak both there.

Ontario, Québec, is pretty much jut french as for where Ontario is French and English. Hope this helped :)!!
