Depends on what lights you are talking about. Some (on the top) are for airplanes, so they won't accidentally hit the tower on top. Some (down the side and the like) are to look pretty.

There are lights because there are more taller building than it and they're trying to make it look nicer. It's actually called "Pimp My Skyline". And when have you seen a plane fly so low that it almost hit the CN tower???????/

They wanted to light up the tower years ago but it was too expensive and wasted energy. Now with the new low energy bulbs the cost of lighting up the tower would be reduced. Hopefully, it will attract new visitors to the tower.
