Not all do. It's the equivalent of tacking on "you know?" or "isn't it? (init)" to the end of a sentence. It is a way of eliciting a response with a statement rather than a question.

why do americans say man and dude so much?
it just rolls off your tongue when you have that accent
just like mexicans say de camera instead of just camera. it slips out your mouth more naturally, eh?

'Eh' is something that was picked up from the British in the same way that 'mate' is used frequently in Australia. Both are to the point where they are, of course, stereotypical.
