Every province has a provincal capital and Edmonton was a early outpost of the Hudson's Bay Company and was populated more in the early days and Calgary was either not as big but the initial settlement of the area and build up was there first.

More often the largest city of each province is the capital, some other proivnce it was early in the beginning, like Victoria is the capital of B.C and Sasakatoon is the one for Saskatchwean, so ti is not alway the rule.

Because Fort Edmonton was a trading post for the Hudsons Bay Company and it was a much larger settlement than that of Calgary

Because It is in the middle of Alberta for easy access from both north and south.

May have something to do with it's geographic location and it's size when they became a province. Calgary and Edmonton have almost always been so close in size and population but Edmonton was probably chosen due to its' location as the Gateway to the North in years gone by especially during the Klondike rush.
