Because its been a tradition since 1867 for newly elected US presidents to visit Canada as there first foreign visit. George Bush, however, broke this tradition by visiting Mexico in 2001

Its his first out of the US visit as President and it's symbolic that he comes to visit the closest ally and friend the US has. George W may have filed to understand this, as he did with many things, but Obama has at least done the right thing.

Because, as others have said, it is customary for the newly elected U.S. President to make Canada his first "official" state visit. The premise for this trip is apparently, according to our news reports, to primarily discuss with Prime Minister Stephen Harper the North American Free Trade Agreement (NAFTA), as that is quite a sensitive issue between the two countries at the moment, with President Obama threatening to amend it to the detriment of Canada and its interests. We'll see.

Basically, it will be used as a good photo-op as well.

Honestly. The real answer is because that's just how it is. The first foreign visit by any U.S. president has to always be Canada. Except Bush visited Mexico first, and a big hoopla was made. It's always Canada first.

Also Obama tried to go around this by visiting Mexico with the president there before becoming president himself.
